Our Title 24 Inspectors are Certified Acceptance Test Technicians, ensuring the high quality installation of energy efficiency lighting controls systems and title 24 certification.

Title 24 Acceptance Tests and Forms:

Shut-Off Lighting Control Acceptance (NRCA-LTI-02-A)  The most common Title 24 acceptance test is comprised of testing the auto shutoff function of a lighting control system.  To comply with the requirements in this test; all of the main area lighting, (except emergency lighting) must automatically shut off, when the space is empty.  Therefore; an occupancy sensing device must be installed, to control the lighting in all rooms / spaces.

Automatic Daylighting Control Acceptance (NRCA-LTI-03-A)  The second most common Title 24 acceptance test is the NRCA-LTI-03-A acceptance test.  This is the test for compliance of automatic daylighting systems.  Daylighting is required in new construction projects; with >120W in the primary daylight zones, and tenant improvements with >80% of the allowable w/sq. ft.  For compliance; a system that automatically reduces electric lighting when daylight is present, must be installed and calibrated to the appropriate Title 24 Code requirements.

Demand Responsive Lighting Control Acceptance (NRCA-LTI-04-A)  Verify the demand responsive control is capable of receiving a demand response signal directly or indirectly through another device and that it complies with the requirements of the California Energy Efficiency Standards.

2019 Building Energy Efficiency Standards (effective January 1, 2020) requirements



We review your project's construction documents, confirming all installed lighting controls are Title 24 compliant, then an on-site Title 24 Inspection and functional tests is performed, ensuring the lighting control systems operate properly.  Upon a passing grade; Title 24 Acceptance Certificates are issued.


  • Review Construction Documents.
  • Prepare an Estimate.
  • Site Title 24 Inspection. --- Correction Notice.
  • Title 24 Testing.
  • Compliance Confirmed. ---- Title 24 Re-Inspection.
  • Issue Title 24 Acceptance Certification.


Our goal is to assist engineering firms, lighting designers and electrical contractors, to stay on schedule for final electrical inspection, Title 24 Inspection and quickly receiving Certificate of Occupancy and their Title 24 Acceptance Certification.

Inspections:

  • Provide a company representative, to demonstrate the controls function, as designed.
  • Confirm all devices have been Started Up. 
  • Provide Installation and Operating Instructions for each device. 
  • Provide a set of "As Built" Plans.
  • Confirm all "stand alone" devices are CEC approved.

Occupancy Sensors:

  • Not Triggered from Outside of the Room / Zone / Hallways / Space.
  • General, Accent, and Perimeter Lighting, all controlled separately. 
  • Ceiling mounted Sensors, not mounted near HVAC registers.
  • Wall mounted Sensors, not blocked by obstructions.

Daylighting:

  • General Lighting controlled separately, from Primary and Secondary Side-lit Zone / Sky-lit Zones.
  • Confirm fixtures dim or switched, as designed.
  • Confirm Day-lit Zones are correctly drawn on the "As Built" plans.
  • Photo sensors are located in appropriate areas, based on type:
    • Open-loop: sensing daylight only,
    • Closed-loop: sensing electric light.

Outdoor Controls:

  • Confirm Time Switches are Astronomical controlled.
    • Include Weekend and Holiday event programing.
  • Time Switches have battery back-up installed.
  • Time Switches have a maximum, 2 hour manual override.
  • Fixtures mounted 24' or lower, are controlled by appropriate motion detectors.
  • Incandescent Fixtures with a rating greater than 100w, are controlled by appropriate motion detectors.
  • All Outdoor Fixtures are controlled by Time Clock or a Photo Cell.

Demand Response:

  • Pre-Coordinate access to the EMC or LMC System.
  • Confirm affected fixtures dim uniformly.
  • Confirm Lighting Control System is capable of receiving a control signal from their Utility.

Certification:

Depending on the size of the project, (barring any corrections and a re - inspection) ELP, LLC's Title 24 Inspector will deliver the Title 24 report within one business day of the site inspection.
